Edit: since nobody decided to guess I'll just spill the beans. This is the result of Urdnot Grunt abandoning Mass Effect 2 and joining the cast of Dead or Alive Xtreme 2 as a beach girl There is only one guy in DOAX2 and he is NPC so any new contestants would end up being bikini clad beach bunnies DOAX2 may be a vacation resort game but I doubt most characters would actually want to stick around and be added to the code.

In my head canon the game replaced Grunt's model with a recolor of Kokoro and converted the armor to a hoodie swimsuit
